Dawlish Against Plastic Constitution

A. The group's name is Dawlish Against Plastic Steering Group (known publicly as Dawlish Against Plastic).
B. THE PURPOSES OF THE GROUP ARE: -
a. To oversee the delivery of projects which reduce and/or remove plastic products from the Parish of Dawlish including Dawlish Warren, Holcombe and Cockwood.
b. To promote reducing plastic use and encourage more re-cycling of plastic waste to all residents in the area.
C. POWERS In order to carry out the purposes, the Steering Group has the power to: -
a. Raise funds, receive grants and donations.
b. Co-operate with and support other groups with similar purposes.
c. Do anything else within the law which is necessary to achieve the purposes.
d. Invite anybody aged 16 and over to join the Steering Group, as a voting or non-voting member.
D. MEMBERSHIP
a. There is no formal, paid membership of the group. However, there are members and followers of our social media accounts on Facebook and lnstagram.
b. The group also maintains a mailing list of people who have expressed interest in receiving newsletters about our work.
c. References to 'members' here refer to people in the above two sections.
E. ANNUAL GENERAL MEETING -AGM
a. The AGM must be held every year, with 28 days' notice given to all members telling them what is on the agenda.
b. Steering Group members, including the Chair, Treasurer and Secretary, shall be elected at the A.G.M. and serve for the subsequent year. Nominations, proposed and seconded, and bearing the agreement of the nominee, should be in the hands of the Secretary seven days before the A.G.M.
c. There must be at least 5 people present, either from the Steering Group or general 'membership', at the AGM. Those wishing to attend must notify a Steering Group member at least three days before the meeting is due. A list of attendees shall be published before the meeting.
d. The Steering Group shall present the annual report and accounts.
e. Every person present has one vote except that the Chairman has a casting vote.
F. STEERING GROUP
a. The Steering Group shall hold at least 4 meetings each year.
b. At least 4 Steering Group members must be at a Steering Group meeting to be able to take decisions (quorate). Minutes recording decisions and actions shall be kept for every meeting and made available to all members.
c. The Steering Group must keep accounts which may be viewed by any member on request.
d. The Steering Group may make reasonable additional rules for the proper conduct and management of the group. These rules must not conflict with this constitution or the law.
G. MONEY
a. Funds must be held in the group's bank account. 3 members of the Steering Group will act as signatories. All cheques must be signed by at least 2 Steering Group members. The Treasurer has authority to conduct Online banking using at least 2 Steering Group members.
b. Funds cannot be used to pay Steering Group members except to refund legitimate expenses.
c. Funds and property must only be used for the purposes of the group.
H. CHANGES TO THE CONSTITUTION
a. Changes to this constitution can be made at an AGM, or Steering Group Meeting.
I. WINDING UP
a. Should the group be wound up, any money or property remaining after payment of debts must be offered back to the original grant giver.
